Creeping Thyme white foaming

What is causing small pockets of white foam to form on my Creeping Thyme bush? I've hosed it off only to have it return the next day. Tried spraying with Neem oil and same thing, returned the next day.

Leaf Hoppers. They lay eggs in the foam, so just washing it off until breeding season is over works.

Called Cuckoo spit in Britain as it generally is supposed to appear just as the Cuckoos arrive. There is no evidence that these leaf hoppers do any great harm to plants, unless there are lots of them.
