High heat and humidity is sometimes blamed for bud drop in Chile Peppers (Capsicum annuum cv. and hybrids).
What has your weather been like lately?
Also if heavy rain is constantly saturating your soil this could lead overwatering and anoxic conditions, which might also cause bud drop.
Consider improving drainage. A raised bed might be ideal, especially for climates with frequent rain.
Chile peppers are self-fertile, and they will also often self-pollinate. Still, you might consider trying artificial pollination with the use of a fine paintbrush. Flowers that do not get pollinated eventually will drop without setting fruit..
