We had a sapling planted in our front yard (a cherry blossom) which had grown to about 1.5 meters high. However, it was cut off close to the base by over-zealous tenants.

It is growing back, with lots of shoots/branches coming out from the small stump.

We want a cherry blossom tree there. Can we ‘rescue’ that one? And how? Or will it be ‘deformed? Should we start again with a new sapling and dig the first one out?

Most Cherry Blossom trees are grown from a graft and what I suspect has happened is that the overzealous tennant cut the tree below the graft point. It may be possible to tell if this is the case or not by sending a picture of the stump from a couple of different angles. If the tree is a grafted tree and it has been cut below the graft point then all of those shoots are growing from the rootstock and if so will grow into a tree you do not want. My advice is to replace it.
