I have planted some carrots in my backyard, however they seem to be a bit slow in going over the past weeks. Is this normal for carrots? Should I be feeding them something like miracle grow?

That all depends on where you live, the temperature, the spacing and a host of other things

With carrots you have to be careful not to overfeed them, otherwise they can split and you have a harvest of forked carrots. They like well-drained soil, compost and regular watering. I had my best results when I grew them in a raised bed with plenty of organic materials to aerate the soil.
I'd say be patient and keep observing them. You will know soon enough if something is wrong.
