This is a Willow (Salix) with ripe fruit. The exact species is difficult to determine as there are many similar species.
Many willows will produce seeds with dispersal hair ('cotton'), similar to their cousins the Poplars and Cottonwoods (Populus).
Both Salix and Populus are in the Willow Family (Salicaceae)
