I have a few bushes outside the place I am renting. They have been very healthy for the last couple of years that I have lived there. However, after the start of spring, they started struggling, and now they are just looking like this:

Despite what the pictures might indicate, they are alive but barely.
The bushes are in the Netherlands, in case it helps.
If someone has any advice on what might be happening or what I could do, I would be very grateful! Thanks in advance!
