Building up flower bed

Any advice on what I can use to build up the back of the flower bed that will look nice? It sits right up against the fence. My motive for this is I have extremely hard, impossible to grown anything in clay soil. I want to lay better soil and compost without having to dig up the clay soil

What about a row of planter boxes? We put these in our large front flower bed that was getting impossible to keep weeded.
