Bell pepper what are these?!?!!

I noticed these white spots? On my plant. I’m not sure what they are either root growth or new stems or what the heck is going on.. I have 3 plants and it’s only happening to one.

Here is a photo of the spots and a zoomed in view.
They aren't spots, they are what is called Hard Scale Insects. They are sucking the juices from your plant. They are like a barnacle and are attached to the plant. You kill them by smothering but they will not fall off of the plant even though they are dead. As the plant grows the plant will force the dead insects off. Spray and cover the insect with Neem Oil and make sure to spray the entire plant. Repeat in 7 days. Don't try to scrape them off of the plant as this will damage the skin of the plant and open the door to fungal infections. Spray all of your plants whether you see any on them or not.
