Barrier to Protect the Spigot

So I am looking for ideas that I can protect the spigot that Is in the median. I had the water company install a separate water meter instead of having to pay for sewer and water together.

the plumber asked if I wanted a spigot that would be below the ground vs on top. He said that the box would require me to get on my hands and knees to connect it. We are both the same age 65 and he said on top would be much easier

it sticks up 6-8 inches.

Yeah and here we have black widow spiders in our below ground box. Still, a low valve is useful when someone hits it with the car or mower. I would drill and use at least 2.5cm or 1 inch rebar on the corners, then decorate that. My wife could still find it with her bumper though it might take a number of years.

I would be tempted to make an open box that fitted over the spigot and all those plates and then a planter that fitted in the top of it and would lift off for access. A bit heavy maybe, but you could make it so you could lift with two of you, one each end, and grow something that trailed down around the edge.
