Advice on old fountain

When I bought this house, a fountain was in the backyard. I loved it! I learned later it didn't work and its broken in some areas. The electric line was cut already some time ago it looks like.. I've been told painting it and adding flowers will be great! I noticed when it rains the water sits. I looked closer and im worried if I drill holes for drainage it may just break, it has some large cracks. Should I chance it and drill holes? Its kind of gross with the water build up and not up for cleaning it everytime it rains.

The other options are to remove it completely and get a new one.
Or
Get rid of it completely and get a 3 tier pot like photo i placed. Since the cement foundation is still there for the fountain.
